A Margate based group that represents Black, Brown and Diaspora communities says it is being left with nowhere to go after receiving notice on its ‘temporary’ HQ that had been provided by Dreamland.
People Dem Collective has been given notice to vacate the premises at 49 Marine Terrace. It comes after plans under a £4million Margate Town Deal project to help the group provide a cultural centre were withdrawn.
The centre was part of an allocation to Dreamland for renovation of the Cinema building with £1.2 million earmarked for refurbishment of a ‘meanwhile space’ to host People Dem Collective’s pilot cultural centre while they established a permanent space.
But after Dreamland was bought last December by LN Gaiety – a subsidiary of Live Nation- plans for the project, which had to be match funded, were ditched.
The £4million funding was then reallocated to the Margate Winter Gardens scheme.
People Dem Collective say that within the £22million Margate Town Deal bid Thanet council committed to address racial disparity and make heritage more accessible for marginalised communities.
They add: “People Dem Collective and the wider Black and Brown community were mentioned seven times in Thanet council’s Town Deal bid, with the council proposing support for People Dem Collective’s vision of a cultural centre to celebrate Black and Brown contributions to British history.
“When Dreamland pulled out of the Town Deal in January 2024 for commercial interests, Thanet council diverted the £4million elsewhere and is now not accepting any responsibility for supporting People Dem Collective or the cultural centre that was so prominently featured in the bid.”
The group had been housed in an interim HQ at Marine Terrace until the fit out of the ‘meanwhile space’ was complete. Four years later PDC says it has been informed that there is no meanwhile space in which to develop the cultural centre and they are being evicted from the interim HQ.
Dreamland says People Dem Collective has had use of the site for four years, receiving in excess of £150,000 of free space and services.
However, the building no longer belongs to Dreamland and so People Dem Collective ‘need to find alternative premises.’
The building is the property of Margate Estates {Margate PropCo} which had been the parent company for Dreamland before the LN Gaiety buy out. That firm was granted planning permission to build a 124 bed hotel at the site in 2019, with that permission still in place.
People Dem Collective has previously organised marches, exhibitions, workshops, events, and activities but says it will no longer have a base to do this from.
Victoria Barrow – Williams, Co Director of People Dem Collective, said:“49 Marine Terrace has been more than just a building—it has been a vital hub for Black, Brown, and Diaspora communities to connect, create, and thrive.
“Four years ago, as outrage against racism and racial disparity swept across the UK, cultural leaders and broader society pledged to stand with us. Promises were made, and cultural capital was leveraged to secure funding and paint pictures of a fairer, more equitable future.
“Today, as we approach the 5th anniversary of George Floyd’s tragic murder—when over 4,000 people joined us on ‘The Steps’ of the Margate sea to pledge their allyship against racial injustice, and Turner Contemporary hosted our ‘Margate to Minneapolis’ exhibition, drawing 16,000 visitors—we’re left questioning where that energy has gone.
“The promises made to elevate and secure our future have been broken, leaving us feeling exploited, with our work unethically leveraged to draw down large sums of money that have since been diverted from our community.
“This is not just about losing a space—it’s about systemic injustices and the continued marginalisation of grassroots organisations.”
‘No longer in the ownership of Dreamland’
A spokesperson for Dreamland Margate said: “In January 2021 Dreamland agreed to give People Dem Collective occupancy of 49 Marine Terrace, a building which at the time and still now has had planning permission granted for it to be converted into a hotel. The occupancy was gifted to People Dem Collective free of charge with a termination notice period of no less than 4 weeks.
“In February 2024 People Dem Collective was given notice that no.49 Marine Terrace was no longer in the ownership of Dreamland and that therefore People Dem Collective would need to find alternative premises.
“On 7 November People Dem Collective was given 10 weeks official notice (6 more than the contracted 4 weeks) to move out of the building on 17 January 2025.
“During the 4 years that they will have been resident People Dem Collective has received in excess of £150,000 of free space and services.”
Thanet council ‘considering the way forward ‘
Thanet council says it met with representatives from People Dem Collective last month and “is considering the way forward and will be liaising directly with them.”
A TDC spokesperson added: “People Dem Collective’s aspiration to develop a cultural centre was wrapped up in the heritage bid submitted by Dreamland as part of the Margate Town Deal. Dreamland’s subsequent decision to return the £4m awarded has impacted this proposal.
“Our understanding is that People Dem Collective was given notice by Dreamland in February 2024, having benefited from four years of support from Dreamland in the form of a fully rent-free seafront space, with the cost of utilities and business rates covered.
“In the absence of this continued support, the council has suggested alternative funding routes to support People Dem Collective and will do what is possible to support their continued endeavours.”
Fundraising bid
In 2020 the group raised £35,000 through a fundraiser and says the funds raised allowed the to hire expertise to support the administrative setup of the organisation, establish key policies, and create the infrastructure needed to engage with the Margate Town Deal.
People Dem Collective is now fundraising to help with the costs of securing a new temporary space and continuing its work.

How very disappointing. Black and Ethnic Minority groups are a fairly new but growing force in Thanet. Councils and other statutory bodies should be welcoming and encouraging such initiatives, subject to the usual safeguards. Sad that this fairly new grouping is cut off. Surely some for of assistance could be found?
Really? I went to school with Black, Chinese, Indian & Pakistani kids in Thanet in the 1980’s. Yes, there are more minorites here now as you would expect-I believe Margate was about 97% white in the 2001 Census & now is a bit under 90%-but it is hardly a new thing.
TDC is offering assistance, it appears to be being thrown back in their face-like the years of rent free & other assistance in that property is also now being thrown back, with complaints of the premises not being good enough for them etc on their lengthy website missive.

The odds of anyone having a successful career in the arts are slim in the extreme. Why not empower the (alledged) “marginised” by giving them something they can base a career on, instead of effectively making them rely on charity?
My own black stepfather (back in the 70s) came from Antigua in the West Indies, where he trained as an accountant before relocating to the UK. If they’d given him free art courses instead, chances are he’d never have left his homeland.
As for me, I’d dabbled in writing about music since my teens, but worked at just about everything (scaffolder’s labourer, life model, taxi office controller, even washing up in a hotel and cleaning loos in sports centres) – and I wouldn’t change a thing. How much poorer my life would’ve been if I’d instead only hung around with other writers while getting government grants, before eventually having moderate success?

Strangely other than the odd soyboy/girl thwoing up black power saultes types I don’t see white faces on their IG feed or elsewhere in their publicity, nor Asians. So how are they serving the community? Most are sick of ‘art & culture’ we see money being spent on ‘art hubs’ sticking bits of rags on walls & calling it art, the awful Turner centre with things piled up on the floor that anybody can do & the black hair lessons this lot do-none of it is of any value & they need constant funding, that could be spent actually regenerating the area.

The statement on their website briefly says they are grateful to TDC through gritted teeth, but then does nothing but repeatedly slag off the premises they were given rent free for years as not being good enough & that they couldn’t make changes they wanted to-so all TDC’s fault & not theirs for not appealing to anybody outside their tiny bubble & sitting on their rear ends for years once they got a rent free space.

I liked Gail Porter’s bum projection onto Parliament back in the 1990’s-much better than all the asses in there.
I, too, have complained about the persistent use of Arlington House by the People Dem Collective in furtherance of their dispute with Dreamland.
In particular, the image on the PDC website shows 10 foot high words graffitied onto the end of the building. This was something PDC projected onto the building three and a half years ago in furtherance of its campaign in respect of the George Floyd murder. This image has now been resurrected and used alongside the dispute with Dreamland.
Arlington House has a poor enough reputation with its run-down external appearance without it being grossly misrepresented in this manner.

Peoples Dem Collective have had a amazing deal for the last 4 years, basically free rent and premises. Following the sale of the building they occupied and the decision by Dreamland not to go forward with the £4m Margate Town Deal project (which they would have to match fund), it’s only appropriate that the £4m was re-directed to The Winter Gardens. Many residents felt that this should have been the original plan and were unhappy that Dreamland were involved in the MTD in the first place.
Like other CIC organisations, People Dem Collective should now apply for funding to operate their group. To blame Thanet Council or Dreamland for their current situation is at best disingenuous.
The suggestion that “many residents wanted the money moved” is a convenient but misguided justification that does not align with the goals of the Margate Town Deal. The Town Deal’s purpose was to drive inward investment, create jobs, and foster community regeneration—not to pander to unsubstantiated public opinion or to move funds in a way that achieves none of these outcomes ( No operator for the winter gardens has been found and its gone out to market on multiple occasions). Redirecting £4m to The Winter Gardens may have satisfied a vocal minority, but it fails to deliver the broader benefits envisioned for Margate’s long-term future.
The accusation that People Dem Collective should now “apply for funding” like other CICs ignores a fundamental issue: all Town Deal projects were meant to have funding, and it’s Thanet District Council (TDC) that has utterly failed to deliver match funding across the board. Without access to revenue funding or adequate support from TDC to build capacity and attract additional funding, how are community organisations expected to bridge these gaps? Labour’s cabinet, with its hostile approach to community organisations, has only exacerbated the problem. By stripping away community-led projects from the Town Deal and centralising decision-making, they have demonstrated a fundamental disregard for the grassroots work that drives real change in Margate. This is not just poor governance—it’s a deliberate move against the very people and organisations the Town Deal was meant to uplift.
If Labour’s cabinet truly cared about Margate’s future, they would focus on empowering community organisations and enabling them to deliver outcomes, rather than playing politics and fostering division. TDC killed off the Winter Gardens to promote Dreamland, outside of its original remit as a theme park-which went bust very quickly as predicted.
Your post for your own personal reasons is purely an attack on the Thanet Council Labour Cabinet who are not and never have been the group that decide where the Margate Town Deal Funding is allocated.
Those decisions were previously made by the Margate Town Deal Board which was recently replaced by a new Regeneration Partnership Board which has been set up to provide the council with oversight on the delivery of the regeneration projects across the district including the Ramsgate Levelling Up, Margate Levelling Up, Margate Town Deal and Future High Street Fund.
Sad but True your statement regarding the Margate Town Deal contains inaccuracies about the decision-making process and governance of the funding.
While it is true that the Margate Town Deal Board was established as an advisory body to guide the development of projects and proposals for the Town Deal funding, the final decisions on the allocation of funds and implementation of projects are made by Thanet District Council officers in collaboration with the cabinet member responsible, and ultimately signed off by the cabinet, currently led by Labour. This ensures that there is a clear and accountable democratic process for final approval.
The Margate Town Deal Board, as an advisory entity, does not hold decision-making powers but provides recommendations. Labour was in power when this structure was set up, and since then, governance has alternated between Labour and the Conservatives.
