  1. I came pass that junction on my way to Ramsgate on my bike a little before the accident so didn’t see it. Earlier as I came down the gradient towards the Viaduct, I saw a young woman on a “Seated” Electric Scooter, riding on the pavement! I was doing over 15 MPH at this point, but she overtook me! I don’t know if she was involved in the accident, but it wouldn’t surprise me! This morning in Chatham Place Ramsgate, a young man was dipping and diving on the pavement on an electric “Drift” tricycle! When are the police going to do something about this blatant anti-social behaviour! I have been close to being hit 8 times in recent months by idiots on these machines, riding on the pavement! All electric scooters are illegal!
