The former E.Coomes betting shop in Ramsgate High Street will be converted to shop space with a two-bed flat above.
The building is currently vacant.
The works will include alterations to the shopfront to create a separate access for the new flat at the side of the property.
The existing tiles on the front will be replaced with white ceramic tiles and the brickwork will be painted white.
The flat will have a roof terrace on the existing flat roof area.
Thanet council’s planning department says: “There is a need for new housing development that is in a sustainable location, with reasonable access to public facilities and amenities.
“The application site is located within the town centre confines and therefore its location would meet the requirements of the Development Plan.
“Furthermore the development will make effective use of a vacant building, whilst retaining a commercial use at ground floor level. The proposal will not cause harm to the character and appearance of the Conservation Area or residential amenity, and will cause no harm to highway safety and convenience. On this basis, planning permission is granted.”
The property was also previously a travel agents.
