Detectives from the Kent and Essex Serious Crime Directorate have also charged Mr Vilius with assault on another man, also from Margate, in connection with the incident.
The charges follow the discovery of Mr Barscevicius’ body in Ethelbert Terrace on Monday (3 July).
It is believed that both victims and the suspect are known to one another and enquiries into the death remain ongoing.
A 35-year-old man that was also arrested in connection with the incident has been released pending further enquiries.
A third man, aged 54, was released without charge.
